Here is our view. The Governance International Participatory Budgeting Principles (1) PB cannot be and must not be ‘representative’ (but must be ‘inclusive’)! (2) Elected politicians must play a positive role in PB – but PB should not be about ‘party politics’ (3) Capacity-building: train your councillors, not your citizens (4) Go where people are, do not make people come to you (5) Keep PB interesting and change the focus from time to time (6) PB does not need to take place every year – every second or third year may be good enough (7) PB should focus on strategic priorities – both at council and neighbourhood levels If you want to learn more about the PB activities of Governance International have a look at our brochure (.pdf).
